Depending on how you choose to play, you can go rebel against allied countries or join the fight against pirates, or simply strive out a living by securing routes independently and exploring. By either choosing to play the military side of things or the pirate side, you'll have plenty of ships – from the biggest war galleons to the smallest sloops. However, deeply layered within Port Royale 3 are all sorts of wonderful additions that will keep things fresh as you rise to power. The goal is to rise to financial and territorial prominence by building trade routes and assembling convoys to protect those trade routes / cities.
You have a fully viewable map of the Caribbean with around 60 port towns, many needing to be discovered, all under different factions (Spanish, British, and even pirate-controlled). Two days ago, I had the chance to sit down and check it out, and at first look, Port Royale 3 seems like a basic resource / business management game.

Get in the boat and head to the 2nd area.The spray of sea salt, the smell of canon fire in air, the humid tropical waters of the Caribbean. Once you defeat Captain Barbossa, the gate opens to allow you to continue. The Ride has 3 different areas, the first area you must defeat 2 enemies from the cursed Black Pearl crew and then finally Captain Barbossa. This gold gate is the entrance to The Ride. Once you have built the gold mast that needs 84 Gold Bricks, walk up the stairs and head through the back passageway that was blocked by a gold gate. You will need to complete this secret level in order to get the 85 and final Gold Brick. So revisit this area once you have completed all 20 levels in Story mode, earned True Pirate in all 20 levels, collected all 200 Ships in a Bottle Minikits and found all 160 compass items. You first need 84 Gold Bricks to assemble the bricks next to the cannons in the tavern area into a gold mast. The Ride is a secret level and will be very difficult to get to.
